Governor Christine Gregoire appointed Lowell Porter as the Director of the Washington Traffic Safety Commission on March 1, 2005. The Traffic Safety Commission is responsible for coordinating and facilitating traffic safety initiatives throughout Washington at the city, county, state, tribal and federal levels to ensure a safe motoring environment. The Commission is recognized nationally as a leader in this important area of public safety.

Porter was elected Vice Chairman of GHSA in September of 2008. He has been an active member of GHSA, serving on the Executive Board as a Regional Representative and also as the Association's liasion to the International Association of Chiefs of Police (IACP). Porter has represented GHSA as a panel member in various subcommittees of the Transportation Resource Board (TRB). He has also served on several expert panels, committees and formal research projects sponsored by the TRB and the National Highway Traffic Safety Administration.

Prior to his appointment to the Washington Traffic Safety Commission, Porter was the 20th Chief of the Washington State Patrol, which is the largest public safety agency in Washington State. He began his career with the Washington State Patrol in January of 1980 and was promoted through the ranks from trooper to Chief with a variety of assignments, both operational and administrative. As Chief of the Washington State Patrol, Porter served on the Executive Board of IACP.

Porter holds a Bachelors Degree from City University and Masters from Gonzaga University, and has been recognized for his significant contributions to traffic safety at both the state and federal levels.
