GDL Decal - Kyleigh's Law

New Jersey Division of Highway Traffic Safety

New Jersey will implement a new provision to its GDL law on May 1, 2010 requiring GDL holders with a permit or probationary license to display a decal on their front and rear license plates indicating that they are a GDL operator.

The decal was one of the New Jersey Teen Driver Study Commission’s key recommendations and will be the first of its kind in the nation. Identifiers have been used in a number of other countries to encourage police enforcement of the GDL restrictions, such as passenger, curfew and electronic devices.

The Children's Hospital of Philadelphia's Center for Injury Research and Prevention is expected to conduct a study of the decal’s overall impact on teen driver safety. In particular, the study will examine the decal’s impact on teen driver crashes, fatalities and injuries, its influence on enforcement and effect on compliance.
