Section 2010 Motorcyclist Safety Grants
History and Administration
Section 2010 Motorcyclist Safety Grants is a new program authorized by SAFETEA-LU. It is administered by the National Highway Traffic Safety Administration (NHTSA) at the federal level and the State Highway Safety Offices (SHSO) at the state level.
Purpose
The purpose of this program is to provide grants to states that adopt and implement effective programs to reduce the number of crashes involving motorcyclists.
Requirements
To be eligible for grants, a state must satisfy at least one of six programmatic criteria in FY 2006 and at least two out of six in FY 2007 - FY 2009. The criteria are:
- Motorcycle rider training courses
- Motorcycle awareness program
- Reduction of fatalities and crashes involving motorcycles
- Impaired driving program for motorcyclists
- Reduction of fatalities and accidents involving impaired motorcyclists
- Use of fees for motorcycle training and safety programs
The state must also satisfy a maintenance of effort requirement. Eligible states will receive grants of at least $100,000 but not more than 25% of their FY 2003 Section 402 apportionment. Grant funds may be sub-allocated to nonprofits. Funds may be used for motorcycle training and education purposes. The federal share is 75% in FY 2006 - FY 2008 and 50% in FY 2009.
Funding
SAFETEA-LU authorizes the Section 2010 program at $6 million each year for FY 2006 - FY 2008 and at $7 million for FY 2009.
