“Some of that is cultural, and some of that is a lack of enforcement in rural areas,” said Pam Shadel Fischer of the Governors Highway Safety Association. Wearing a seat belt, Fischer added, is “the most effective and simplest thing we can do to bring down fatalities. We really need to think about that.”
