Former Sergeant to Promote Traffic Safety with Law Enforcement across the Country

The Governors Highway Safety Association (GHSA) is pleased to announce that it has hired former Toronto (Canada) Police Service Sergeant and law enforcement communications expert Tim Burrows to lead the National Law Enforcement Liaison Program (NLELP). In this role, Burrows will support the nation’s 233 Law Enforcement Liaisons (LELs), who work for State Highway Safety Offices (SHSOs) to promote law enforcement agency engagement in traffic safety activities at the state and local level.

NLELP was created by the National Highway Traffic Safety Administration (NHTSA) and GHSA in 2012. Funded by NHTSA, the program enhances communications between LELs, supports LEL professional development and provides technical assistance to LELs and SHSOs.

Burrows spent the first 25 years of his career as a sworn police officer with the Toronto Police Service, rising to the rank of Sergeant. He led the Traffic Services Communication Office during a period that saw a 35% reduction in traffic fatalities, with significant reductions in injury and collision categories.

Burrows went on to build his own business specializing in helping law enforcement and public safety organizations communicate more effectively with the communities they serve. He has led presentations on the topic for law enforcement organizations small and large across the United States, including the International Association of Chiefs of Police. He also developed the first training program for law enforcement social media managers fully delivered online.

Burrows’ passion for traffic safety law enforcement and communications will motivate LELs across the country to share the message that traffic safety is public safety, and that law enforcement officers can be agents of change in convincing drivers – and all road users – to make safer decisions.
