The GHSA Executive Board consists of the four offices (chair, vice chair, treasurer and secretary), one representative from each of the 10 NHTSA regions, and committee and task force chairs.
Officers are elected annually by the full State Highway Safety Office (SHSO) membership during GHSA's Annual Meeting. Regional representatives are selected during regional caucuses. The GHSA Chair appoints the chairs of GHSA's various committees and task forces, who serve as at-large board members. All Board Members serve a one-year term.
Michael Hanson was elected Chair of GHSA in 2024. He previously served as Vice Chair in 2023–2024 and as Treasurer in 2020–2022. He currently serves as the Director of the Minnesota Department of Public Safety Office of Traffic Safety. Hanson is also the designated Governor’s Representative for Highway Safety. Prior to his appointment as the Director of the Office of Traffic Safety in 2017, he served with the Minnesota State Patrol for 33 years, retiring at the rank of Captain. Mike and his wife of 33 years Traci live in the Minneapolis suburban area and have two grown sons and 2 grandsons.
Amy Davey was elected Vice Chair of GHSA in 2024. She previously served two years as secretary between 2022 and 2024. She has served as the Division Administrator of the Nevada Office of Traffic Safety and the State Highway Safety Coordinator since 2015 and is a former Chair of the Nevada Advisory Committee on Traffic Safety. Davey currently serves as Chair of the Federal Relations Committee and is a former Co-Chair of the Member Services and Development Committee.
Prior to her tenure as Division Administrator of the Nevada Office of Traffic Safety, Davey spent several years in a variety of roles with other government agencies including State Deputy Chief Information Officer, Human Resources Manager for the Human Resources Division and the Department of Motor Vehicles, and Motorcycle Safety Instructor for the Department of Public Safety. Davey holds a Bachelor of Science degree in Business Administration from Bellevue University.
Tom Glass was elected Treasurer of GHSA in 2023 and reelected in 2024. He previously served as Chair of the Research and Governance Committees, and currently participates on the Federal Relations Committee.
Glass has served as Chief of the Highway Safety Section within the Pennsylvania Department of Transportation (PennDOT) since August 2022. This section administers a variety of programs addressing driver behavior and roadway safety issues in addition to supporting crash data systems and analysis. These programs engage safety stakeholders to form collaborative partnerships, leveraging resources to efficiently achieve collective goals.
Prior to this position, Glass managed the Program Services Unit for roughly 14 years, which included the coordination of the Pennsylvania Highway Safety Office. Before beginning his career with PennDOT in 2004, Glass worked for the USDA Farm Service Agency digitizing land use. He earned a Bachelor of Science in Geoenvironmental Studies from Shippensburg University, specializing in Geographic Information Systems.
Lisa Freeman is a native Louisianan. She attended Louisiana State University, where she received her Bachelor of Arts Degree and Master's Degree in Criminal Justice. She later graduated the Columbus School of Law at Catholic University of America in Washington, D.C., where she received her Juris Doctorate Degree. While in law school, she was a member of the Journal of Contemporary Health Law and Policy Law Review, and she also worked for minorities and indigents in D.C. Superior Court as a clinical law student.
In 2021, Freeman was named as a member of the Catholic University of America Columbus School of Law Alumni Council. In 1990, Freeman began 29-year legal career in the Capital Region of Louisiana, where she served as an assistant prosecutor and DWI Section Chief and Domestic Violence Section Chief, and then as First Assistant Prosecutor, and was later appointed Chief City Prosecutor for Baton Rouge, during which time, Freeman was recognized as "Prosecutor of the Year" by the Louisiana Highway Safety Commission. She subsequently served as a Senior Special Assistant Parish Attorney, in the capacity of Governmental Affairs Section Chief and then as the Legal Advisor for the Baton Rouge Police Department, prior to entering State government.
In February, 2018, Freeman was appointed by Governor John Bel Edwards as the Governor's Highway Safety Representative for Louisiana and as Executive Director of Louisiana Highway Safety Commission. She has since been re-appointed in both these positions by the current Governor of Louisiana, Jeff Landry. Freeman also serves as Chair of the Governor's Task Force on Impaired Driving and as a member of the Louisiana Drug Policy Board and Louisiana Child Death Review. Ms. Freeman represents Louisiana in the National Governors Highway Safety Association, and has served on its Board since 2021, most recently as the National Highway Traffic Safety Administration Region VI Representative to GHSA. In September, 2024, Ms. Freeman was elected to the GHSA Executive Board and now serves as GHSA Secretary.
