Nature of Position

The Director of Safety and Mobility is responsible for the planning, execution, and management of the programs and resources, in addition to the leadership of staff under the Safety and Mobility Division. The incumbent oversees strategic and long-range planning and budget development; recruits, evaluates performance, and directs the activities of Division staff and contracts; is responsible for the Division’s optimal performance as a whole; and ensures the Division operates within budget.

The Director of Safety and Mobility is responsible for directing and overseeing the association’s work within the safety and system operations functions. The incumbent provides technical, policy, and administrative support to ensure that these programs conform with AASHTO policies and procedures and are cognizant of key technical, legislative, and regulatory issues. The incumbent also manages or directs assigned staff and related technical service programs of the association.

  • LEADERSHIP/MANAGEMENT: The incumbent is responsible for leading and managing the personnel and overall portfolios within the Safety and Mobility Division. In addition, the incumbent is a member of AASHTO senior staff and serves as a safety and mobility subject matter expert and advisor to AASHTO executive leadership.
  • POLICY: The incumbent is responsible for overseeing and coordinating the development of transportation safety, mobility, and system operations policy decisions and proposals on behalf of the association.
  • COMMITTEES/TECHNICAL SERVICE PROGRAMS: The incumbent is responsible for directing and overseeing the National Operations Center of Excellence, Committee on Safety, Committee on Transportation System Operations, and Committee on Knowledge Management. In addition, the incumbent provides leadership and staff support for frequency coordination, emerging mobility areas, transportation technology, and joint activities with external organizations, such as the Cooperative Automated Transportation Coalition.
  • TECHNICAL EXPERTISE/KNOWLEDGE: The incumbent is responsible for maintaining a solid knowledge and understanding of the technical aspects of and issues in the areas of transportation safety, mobility, and system operations.
  • BUDGETING/CONTRACT MANAGEMENT: The incumbent is responsible for developing and overseeing the annual budget for the Safety and Mobility Division, including the work of related committees and technical service programs, and the contracts within those programs.
  • EXTERNAL COORDINATION: The incumbent represents and promotes AASHTO technical policies and positions with external stakeholders in relevant areas.

Position Requirements

A successful candidate will have a minimum of ten years of progressively responsible professional experience in one of the transportation modes. In addition, a minimum of five years of management experience leading teams is required. A bachelor’s degree is required, preferably in a technical or transportation-related field such as civil or transportation engineering. Evidence of a higher degree of professional development, such as postgraduate education, professional registration, leadership training, etc., is desirable.

The incumbent should have a broad understanding of all forms of transportation and an in-depth knowledge of one or more modes of transportation, as well as current developments and trends in the transportation sector. In addition, experience in both technical and policy planning or management in a state, local, or federal transportation agency or transportation trade association is desired. The candidate should have sound comprehension of the administrative, legislative, and regulatory processes at the federal, state, and local levels, as well as excellent written and oral communication skills. The incumbent also must be able to travel 60-75 days per year.
