Overview
This position serves as a professional specialist who is the primary field contact that has project supervisory and administrative oversight of grant development and execution with State and local agencies; monitors and evaluates grant programs statewide; and represents the Oklahoma Highway Safety Office (OHSO) at local, State and national levels. This position serves as an expert and technical advisor, to assist managerial/program staff, industry, community groups and governmental agencies in identifying, developing and providing technical support regarding Highway Safety programs statewide, regionally and nationally.
Typical Functions
- Provide research, direction, oversight and coordination for one or more assigned statewide highway safety program areas. (Occupant Protection, Child Passenger Safety, State Traffic Information Systems, Impaired Driving Countermeasures, Distracted Driving, Motorcyclist Safety, State Graduated Driver Licensing Laws, Police Traffic Services and Non-Motorized Safety) (70% of time)
- Manage or support all aspects of the grant administration process.
- Review grant proposals and concepts to ensure they apply to the highway safety plan-based problem identification.
- Monitor grant activity through telephone contacts, quarterly reports, written correspondence and other documentation in accordance with risk assessment guidelines.
- Evaluate the implementation of program activities to determine effectiveness in terms of achievement of objectives and compliance with established timeliness.
- Prepare reports regarding grant activity along with collection, review and summarizing of data related to highway safety programs.
- Provide guidance, recommendations and alternative strategies to enhance existing grant programs based on review findings.
- Review program evaluations to determine what methods are successful in achieving program objectives and make technical application of these methods in other grant programs.
- Represent the OHSO at local, State, regional and national highway safety meetings, conferences, workshops, training seminars, and legislative meetings as the coordinator for assigned program(s). (10% of time)
- Compile and present information regarding highway safety initiatives at the local, State and regional levels.
- Communicate to the OHSO staff on information gained from highway safety meetings and conferences.
- Represent the OHSO at various State agency meetings to provide information on assigned program(s)
- Provide technical assistance and support for statewide collaboration on assigned program issues.
- Manage and direct special programs and/or serve as the OHSO representative to assigned statewide task forces/committees in one or more of the following areas (Occupant Protection, Child Passenger Safety, State Traffic Information Systems, Impaired Driving Countermeasures, Distracted Driving, Motorcyclist Safety, State Graduated Driver Licensing Laws, Police Traffic Services and Non-Motorized Safety) as assigned by the Director or Assistant Director. (10% of time)
- Participate in additional committees, task forces and advisory groups to address emerging traffic safety issues.
- Provide development, oversight, monitoring, and evaluation for task force/committee initiatives.
- Work in partnership with OHSO staff and State and local agencies, and other traffic safety advocates implementing programs identified in the Highway Safety Plan.
- Initiate and coordinate meetings with non-traditional agencies and organizations regarding partnerships on assigned program(s) and other traffic safety issues. (As approved by the Deputy Director)
- Provide input to OHSO staff concerning Program, Planning and evaluation processes. Continue to pursue continuing education and professional development opportunities. (10% of Time)
- Participate fully in the continuous improvement of the OHSO operational and strategic processes keeping with the Department and Division Mission and Vision statement as well as the SHSO Guiding Principles.
- Review and evaluate professional journal articles, publications, reports and literature reviews dealing with highway safety.
